Title: Payroll Administrator

Institution: Volunteer State Community College

Job Summary:

Manage all aspects of the College’s payroll processes to ensure all wages are provided in a timely and accurate manner and in compliance with all applicable College, Tennessee Board of Regents (TBR), Federal, and State laws, regulations, policies, and guidelines. Maintain adequate and accurate financial records to support the payroll process.

Job Duties:

Responsible for the organization, administration, periodic review, planning, development, evaluation, and general effectiveness of the payroll operation. Monitor and/or enter data into the Human Resources Information System (HRIS)/Enterprise Resource Planning (ERP) operating system required for benefit enrollment and payroll processing. Maintain a current working knowledge of related technologies and keep current with legislative and regulatory environment. Develop and monitor internal controls to ensure accuracy and consistency of all payroll processes. Initiate and implement continuous improvements to payroll workflow and processes, ensuring integrity and security of all payroll information while striving for maximum efficiency and optimum use of staff resources. Create and/or maintain rules and validation tables for the HRIS/ERP operating system. Develop and monitor goals, objectives and performance measures for payroll services. Research problems and provide resolutions to operating system issues. Monitor and assist with monthly remittances and reconciliation of all payroll general ledger accounts, state insurance system process and approve journal entries when needed. Monitor and/or prepare Payroll Federal Tax Deposits, Quarterly 941 Tax reporting, Quarterly Unemployment reporting to ensure timely deposits and submissions without penalty. Prepare annual W-2 tax forms and reporting including reconciling and electronic reporting. Communicate to employees and administration regarding payroll related issues including taxes, policies, procedures and leave reporting. Produce reports and information for Fiscal Year End closing and Financial Statement. Coordinate with responsible party to maintain the payroll departmental information and forms on the website and other printed or online documents. Work cooperatively and effectively with other departments (internal and external) as appropriate. Work with Federal, State and Internal Auditors and provide data and explanations throughout the audit. Other duties as assigned. 

Minimum Qualifications:

High school diploma or equivalent with six (6) years of experience in payroll, accounting, or a related field OR an Associate’s degree or higher with four (4) years of experience in payroll, accounting, or a related field.

Preferred Qualifications:

Associate’s degree or higher.
Experience with Banner or other Oracle based system.

Knowledge, Skills, and Abilities:

Knowledgeable in all aspects of taxation and tax reporting and possess comprehensive knowledge of payroll terminology, practices and basic accounting theory and practice.
Demonstrates and applies advanced knowledge of concepts, practices and procedures for payroll and understands key inter-dependencies with other transactional processes.
Ability to monitor, analyze and reconcile payroll accounts in the general ledger.
Effective oral and written communication skills, problem solving and decision-making skills.
Excellent time management, analytical, leadership, interpersonal and organizational skills.
Ability to communicate effectively and work cooperatively with a diverse faculty, staff, and student population.
Ability to effectively analyze data and situations and make appropriate decisions.
Ability to develop and run reports from the HRIS/ERP report writer as necessary.
Ability to handle a variety of complicated assignments simultaneously while meeting deadlines.
Ability to maintain confidentiality and discretion in compliance rules and regulations, including FERPA guidelines on the disclosure of information.
Ability to provide training on HRIS/ERP processes.
Must be very detail oriented and have an exceptional ability to scan for accuracy and completeness. Ability to be a mentor and positive role model with the ability to initiate, motivate, integrate and delegate.
Must present a confident, professional demeanor.
Extensive knowledge of Microsoft Office computer applications and computerized payroll system.
Must be able to discern meaning of a wide variety of policies and procedures.

Pay Rate: $56,881 - $71,101 annual salary depending on experience
