Job Description:

Behavioral Health Division is seeking an individual with  professional-level evaluative, analytical and planning work experience to study major barriers to workforce recruitment and retention in Oregon's publicly financed behavioral health system and produce recommendations for improvement.

This position exists with the Division of Behavioral Health primarily to facilitate House Bill (HB) 2235 Workgroup public meetings and to manage clinical supervision grant programs.

The HB 2235 Workgroup was formed in January 2024 to study the major barriers to workforce recruitment and retention in the publicly financed behavioral health system in this state and produce recommendations for improvement. The Workgroup is composed 21 members of with a wide variety of experiences (professional and lived), cultural backgrounds, geographical locations, and interests with the publicly funded behavioral health system. Members represent various areas of expertise within the behavioral health workforce and/or as consumers of the publicly funded behavioral health system. Oregon Health Authority (OHA) is served with the task of collecting recommendations from the Workgroup and producing reports for Oregon legislators. In this role, you will be involved in interacting with the workgroup regularly and deeply involved in implementation of workgroup meetings.

Tasks may include

  • Collaborate to complete facilitation, content presentation, reviewing meeting recordings to accurately interpret and synthesize recommendations or requests for information, report planning and development, and meeting planning.
  • Support ongoing administration of grant programs.
  • Collaborate to manage reporting requirements and timely invoicing.
  • Develop new policies, grant practices, and Oregon Administrative Rules (OAR).
  • Meet with credentialed behavioral health providers throughout the state to gain insight into workforce issues.
  • Develop of policy, standards, and procedures that deal with complex regulatory situations
  • Monitor progress on department projects, and oversee project support functions.
  • Identify problems, analyze information, and recommend more efficient administrative procedures.

Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology, with camera required for virtual meetings. Some in person meetings may be required and there are may be times that the work will need to be conducted at the primary physical work location is the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.

WHAT WE ARE LOOKING FOR:

Minimum Qualifications

Any combination of experience and education equivalent to seven years of professional-level evaluative, analytical and planning work.

NOTE: A Degree demonstrating the capacity for the knowledge and skills of evaluative, analytical and planning work will substitute for some required experience.

Desired Attributes

  • Experience in advancing health equity, addressing systemic health inequities and collaborating with diverse communities most harmed by social injustice and health inequities.
  • Experience researching and consolidating current trends that are relevant to improving workforce development, recruitment, and retention.
  • Experience producing agendas, presentations, and other content that facilitates topic discussions.
  • Experience developing methods to improve Workgroup implementation.
  • Experience with grant administration and grant project development.
  • Experience as a credentialed behavioral health provider preferred.
  • Experience with legislative coordination and analysis.
  • Experience with operational research and evaluation.
